You're missing the point. Games have a tech stack that they need to setup an environment for, including server infrastructure and such. You can give out all the tools for this to the average normie, but they won't be able to use them. If all of this cannot launch and work by pressing "play" on Steam, then it would violate the guideline because it needs to have the maximum of accessibility for even the most legally retarded fuck. Back then and now it works because you have people writing guides for you, making mods and scripts to do everything for you, but without being beholden to any laws that require a maximum of conformity. Like most dev tools by themselves are incomprehensible and tailored to developers, but not the average normie

Soldier of Fortune is one of the more famous cases, but there's certainly others including most any Quake based game, which ended up with a known Remote Code Execution issue in its final client version
In effect this meant that anyone who connected to a malicious private server would effectively get their entire computer hacked immediately. The only way to fix this is by updating the game client, which isn't always possible. For SOF specifically this means you should only be playing with a custom modded client like SOFPlus as it fixes the exploit.

They're just gonna voteban all the good players, those good people aren't gonna come back again, and your server is dead. All just because a bunch of assholes joined the server at just the right moment when there wasn't a decent amount of good players on it.
