Halo 2 is a decent sequel to Halo 1.
Half-Life 2 doesn't even feel like it's connected to the original game 90% of the time.

Halo 2 was so much better itโ€™s insane. The only things HL2 has over it are graphics (source engine has aged like fine wine) and the physics system.

correct.
Half Life 2 is a soft reboot. Quake 2 is openly sequel in name only. Half Life 2 attempts to do some revision, by introduction characters who allegedly were in Half Life 1, however, fundamentally the Combine were not even hinted in Half Life 1, in fact at the end of that game it was implied that US army has conquered Zen as part of G-Mans 6d chess

I'd argue HL2 tells a more complete and satisfying story on its own.
Whereas Halo 2 got cut short and was released as only about two thirds of the story it was intended to be. (Halo 3 followed and completed it but with different writers and feels inconsistent with 2 in a lot of ways)

Agreed. Half-Life 2 had a very small spectacle, especially given that Call of Duty 2 and Rome: Total War had already come out. Additionally, Half-Life's insistence on not having cutscenes and its nonsensical dialogue lead to a much weaker storyline.

Halo 2 feels like space war. Half Life 2 does not feel like a rebellion against aliens, it's too Elder Scroll-ish (empty cities)

Not quite the same situation. Qauke 2 was going to be its own game called "Wor" but they were worried it wouldn't sell well so just slapped the "Quake 2" label on it. There have been subsequent attempts to connect them but at the end of the day it wasn't created with the intention of being a sequel, HL2 was.
