Have they ever released a game that plays smoothly on keyboard/mouse?
Everything Japanese that I've tried has been a clunky mess and seemed like it was made only for controllers.

I like how Jap games have the convention where right-click backs out of menus.
That's a great control for many games and I wish it caught on in the west.

Disgaea 2 PC is my favorite Disgaea game mostly because of the controls. Don't even need to bother with a mouse, the game is so easily navigated

Many studios there have zero experience with keyboards.
Recently, Tetris Grandmaster 4 was released and keyboard support was basically non-existent. The project manager made the team work as much as the law allows there for two weeks to fix the problem and stop the negative reviews on Steam... And he himself said that the problem was because no one on the team had experience programming games to be played on keyboards.

Note: the game has been fixed and is very good, by far the best official Tetris on Steam.

Croteam does this in their menus, at least before they migrated to Unreal Engine. Serious Sam 4, for example, despite all the chaos it is, at least makes menu navigation decent because you can go back with a right click.

Try Zwei II. It is also possible to play the whole game with a mouse too.
