It's a pretty fucked up moment but that's the point. Saejima had a terrible impulse after being in the can so long without seeing women and came to his senses. It's a heavy scene but it's there to show how much prison has changed Saejima, yet not enough to completely degrade him as a person.
That being said, people nowadays just don't have the maturity to see that. They'll either bitch and moan because they hate seeing problematic content or make jokes about Saejima being a pedophile despite the fact that he DIDN'T do anything to Haruka.

The scene established that despite everything, he had enough restraint to be trusted. Other men in his position (and perhaps unaware of Kiryu's presence) would not give 2 fucks about her age.
