Sega is a black company to the max...their European company is for show. Remember Hyenas? Or their failed multi platform MMO? Sega of Japan are the real head honchos and make all the decisions.

Nintendo of Europe and Sony Europe at least make some decisions on their own in regards to hardware or software publishing.
