why no one in 2025 is making games with ps1-ps2 aesthetic?

They are. Lowpoly/early 3d is getting more common lately.

ps1 low poly aesthetic has been huge in indie survival horror games for years

I think there's no reason to do lowpoly 3d because it was a limitation for hardware rather than development time.

Sprites are generally easier to make than 3D models, but they do exist

this isn't ps1/2 aesthetic
but yes, there are quite a lot of indie games with ps1 style graphics
ps2 are too advanced though, it's too much for a single dev to handle

btw how do you approach design? do you have the entire story and most levels written and drawn out before even starting the actual programming? do you have all the rooms and puzzles thought out already? Or are you largely designing things as you're working through them?

mostly this. I know the mechanics I want to put in the game and I know how it has to play. I've also thought about all the areas the game will have and how the player will progress through them, but I don't have anything too specific like level design plans nor specific puzzles nor anything like that. It's my first game so first of all I want to make sure that the core mechanics like combat or exploration are fun, without worrying too much about everything else, for now.
