There's an endless mode but you quickly reach a point where you stabilize on it and never have any problems again.
FP2 tries to go more towards the political aspect of managing the city but it's not very in depth. You only really get two factions who are polar opposites of each other and your big choice is to either play nice with both and seesaw back and forth or to oppress one and lean completely to the other. Ignoring one faction isn't a huge downside because the more you move away from them the less people they have in their faction until the point where they're like 3% of your overall population.
