Honestly, it's a case-by-case thing. If the game needs an online connection, sometimes only needs it for the first time you boot it up. Or sometimes it needs to periodically check in. So you just have to check each game, you download from Steam. I also know Steam has an offline mode and that can help get some games that need an internet connection working without one, but that's again that's a case-by-case thing.
If you install games from GOG, obviously they'll all work offline and the same goes for emulation.
But in my experience, all the games at least I play from Steam work fine offline, and as long as the games don't have any multiplayer or court functionality, I'm sure most will be fine.

Sold my deck after realizing I could just stream to my phone which has a better resolution and screen size. I do not game outside of the house.
Its been almost a year and Steam Recording video exports are still broken. You cannot export videos to another device directly through steam because of stupid Hvec issues. The only surefire way is to grab the files directly and export it yourself using third party which defeats the whole purpose of using Steam Recording
