He's from Zepp. In the lore, Zepp (the battleship) was made in India and was located over the Indian Ocean. But the citizens of Zepp are a undefined mishmash of various cultures with Russian and Indian being influences and is basically its own nation.
His name is Russian but it basically translates to "black", and several of his moves have clear references to Hinduism. He probably wasn't intended to be one over the other since again Zepp is kind of its own nation with different influences.
