There isn't enough profit margins. The only way to "support" Tf2 would be to add more fun types which would saturate the game with more bullshit and likely lead it to ruin.

But that also financially doesn't make sense because nobody would buy the new guns because guns take next to no metal to actually craft.

there were thousands of hours put into these missions and maps from multiple people
valve just does the bare minimum company wise to keep the game alive, they're not going to invest a fugton of resources (workers) into tf2 if they barely just earn more from that project than their salary
