You're focused on making a list that you desire and you would want to play, but the goal you have in the moment is to compile that list, the urge to mod was stronger than the urge to play. Setting up a chain of goals can help you break that feeling of being stuck. It's something I experienced with Skyrim modding. At some point I was so caught up in making lists that I would constantly redo everything and dedicate so much time to it fixing issues and scouring for more mods. Only to actually play the game for 30 minutes. You're most likely oriented the same way.
