Half life 2 takes you to a lot of abandoned shitty concrete structures.
Pathologic starts with Pa-, is weird and makes you feel lost, helpless and confused.
Germs Nerawareta Machi is as weird as it gets and has weird photo faces on NPCs like Paratopic. It's also a PS1 open world FPS action RPG in a city with mutants.
Peripeteia. Lots of concrete, green hues, abandoned structures to explore, flats with weird people in them. Confusing story.

The Echo games made by FromSoftware for the PS1 and PS2 might have something you're looking for. Also worth checking out: Fatum Betula, Disparity of the Dead, Carcass, Babbdi, The Space Between, and Promesa.
