USA has nvidia, AMD, Qualcomm and Apple but they hold the IP and are fabless.
Taiwan has the know how how to actually fabricate these chips. Intel and Global Foundries have fabs but they suck.
Netherlands has ASML, the only entity in the world that can produce modern lithography machines.
Germany makes the optics and lasers for ASML (used to be Japan kinda).
So as far as CPUs and GPUs go, you can't make a chip if you remove either USA, EU or Taiwan from the equation. It's an international effort.
