In terms of the best DLCs i would say
dead Money > OWB > Honest hearts > LR

Dead Money was just great all around really enjoyable setting.
OWB and Honest hearts truthfuly can be swapped back and forth with one another i feel. OWB had a better upfront story, but the terminal stories and the father in the caves background story was really good in Honest hearts.

LR was very MEH, the story was kinda shit, but the zone was kinda cool. The best thing from that entire DLC was getting the advanced riot gear that was about it.

I just want to be clear that there can't be a definitive "best" DLC for FNV because they're so different from each other. Dead Money tried make a survival-horror in the Gamebryo. Honest Hearts is an exploration attempt. Old World Blues wanted to be a "fun" DLC with overpowered weapons and armor. Lonesome Road wanted to cater to dialogue-heavy RPG enjoyers.

Basically I type all this to really type that most players will only really like one or two of the DLCs and absolutely despise the others, and that's a good thing.

Using Rick and Morty as the example, Rick and morty both talk down to the viewers, which BTW Jerry is basically the audiance, and things like portal travel and all this other crazy shit is just normal and viewers are to stupid to understand it so they wont bother explaining it any way lets move on.

OWB tries to act like they are smarter and great and all their plans are perfect, but then they are to stupid to actually find a way to intact them and then the player is the one that has to actually tell them what they need to do.

Lonesome Road had pretty poor writing in comparison to OWB and Dead Money particularly.

Lonesome Road had the best loot - and the best companion.

Honest Hearts was probably the most fun for combat, and I did enjoy the Burning Man arc.

For me it was DM=OWB>HH>LR

Dead Money is genuinely psychic torture to play. It gives me a migraine every time. It probably has the best story and dialogue, however.
Old World Blues is written by reddit, very buggy, and gives you way too much overpowered shit. I don't like it.
Honest Hearts has the best setting and characters but the dialog is bad, it's waaaay too short, and the plot seems unfinished.
Lonesome Road is probably the best one in terms of gameplay. On hard+hardcore+jsawyer it is very difficult and very fun. The dialog is fucking hilariously bad though. Ulysses is a genuinely awful character.

I think the setting and concept for all the DLCs is good but the writing, particularly the dialog, feels like it was written all by one person who is not very good at writing.

I'd say Honest Hearts was my favorite. It was straightforward, even if it's so short. OWB and DM were such a rollercoaster ride when it came to quality I couldn't even play Lonesome Road past the first few minutes.

The opening was funny when I was a kid but I'd probably find it cringe and reddit now. Even back then I never liked anything else about the DLC. Absurdly spongey enemies made it an absolute chore to play.

You’re right it’s not funny, because it’s not supposed to be. The entire DLC is presented as being some Saturday morning cartoon fight between a group of geniuses and a mad scientist with a bunch of terrible shit going on. But then as you get through it you find out that the mad scientist is just groups tard wrangler and he’s there to make sure they don’t find out that there is shit outside of their bubble. They’re not acting like that because “le hecking quirk chungus” they’re acting like that because they’re all mentally unstable brains in jars that have been placed in what is effectively a time loop where they are mind wiped and have to do the same shit over and over on a daily basis. It’s all just busy work. How the did you miss that? Did you actually play the DLC? Because it’s not some blink and you miss it thing, it’s a major part of the story and you can see it in the behavior of all the doctors, literally, repetition and concepts of never ending and infinity are in their names. But I guess that doesn’t matter because “the whacky science jar said the word that made me think of the reddit show so it’s bad”

The writing is fine. I actually kind of liked the motiff of intelligence being more than just the brain. The idea that a smart person is more than just their brain. That our behaviors are regulated by other bodily functions.

The main problem is just that the gameplay sucks. It's just a bunch of fetch quests with recycled dungeons. And it's also really, really ugly. The map and enemies just look atrocious.

The reason is that there is more to a human than the brain. The point out at multiple points how their behavior is different because they lack other bodily functions, they can't produce all the hormones a full human does. The point of it all is basically to make fun of the idea that a humans personality and soul, or intelligence more narrowly, is only made up of the brain. The idea that we are just "a brain controlling a body". A person is more than that, and our personalities and soul are not just the brain.

Having spent years modding FNV I think it can best be described as putting a bunch of decorations on a cake that's full of shit. No matter how pretty you make it, no matter how many layers of decorations and icing you put onto it, when you cut into it you will still be eating shit.

Dead money just has a wonderful story and aesthetic. The characters are just so interesting and so much fun. Unraveling the backstory in a non-linear way was also great. I will say that the gameplay and visuals are pretty poor before you get into the casino however.

Honest Hearts is a well rounded DLC with a good story and characters as well. I personally just like the whole dark and oppressive aesthetic of DM more. I can definitely get why someone would put it first, it might be objectively looking at it the most quality DLC, although it is a bit short.

Lonesome Road is decent, however I personally just don't like how linear it all is. There's also no other characters but Ulysses and the robot. I do like the atmosphere though. And while I personally don't love the linearity, I do kind of enjoy that feeling of just going and going further and further with the combat getting progressively more difficult. Due to it's linear design, it does have the most difficult and engaging combat scenarios out of everything in FNV.

Old World Blues has terrible gameplay, with terrible, repetitive quests. I personally don't mind the writing but I can understand how it might be annoying for other people. It's also visually the most ugly.
