Everything was accelerating at breakneck speed and devs had to match it. That's why AAA studios pumped out new games almost annually. Console gens also had to accommodate for it, so they were much shorter too. I miss it.

We've reached the peak of our current technology. Seriously. We cannot make CPUs any faster outside of simply adding more and more cores. The resulting CPUs aren't any faster, they just have the illusion of being faster, and only marginally at that, because they can do more calculations in parallel. But there's a hard limit on how many cores we can add because it just exponentially increases heat and electricity cost.
So until we come up with SOMETHING new, we're stalled.

In terms of absolute gains, things are moving faster than ever and the 90s and 00s were comparatively slow-paced. But you're talking about graphics, and the big difference back then was that the max polygon counts were low enough that the smaller gains made a relatively larger impact. We've simply reached the point where increasing graphical fidelity or computation speed yields a smaller visual impact.

It's harder to draw really good pixel art textures and meticulously wrap them around low poly organic shapes (MML style)... than it is to do the full AAA PBR sculpt / retopo / substance painter pipeline to make assets...

That's how far the level of "artistry" has fallen for game devs.

The graphics were slightly better, but losing the interconnected world was a step back. Mega Man's male voice actor being replaced with the female mayor lady was another step back. The ending being a cliffhanger was the nail in the coffin.
