Only for Origins, director has already hinted that the sequel/part 2 (up to Wuzhang Plains) will have a character creator instead. He also hinted that a large playable roster could appear again as soon as an Origins: Empires, which would probably come out after the sequel as then they can use the stages and new character assets from both games.
