It's because they were bred and trained to go after small game and pests in burrows. The folds of the skin around the face and ears help funnel scents towards the nose. It's also meant to protect the dog from hazards and orhter predators while hunting. Although the folds do present problems. Such as vision issues and difficulty maintaining their hygeine.
