Bethesda had concerns about the quality of the game based on what they were seeing. They felt the studio was outdated, that the tech was outdated, and my feeling is that the attempt to take over the studio was an attempt to, in Bethesda's view, get control of development. Install their own people in leadership.

Except they were boring as shit. They had neat aesthetics but that's literally all they had going for them. In terms of functionality they were as boring and generic as they get. The alien rifle was just a scoped assault rifle. It might as well have been an M16 with a scope. Cyberdemon knock off's arm? Literally just a less accurate but stronger assault rifle with a grenade launcher instead of a scope. It might as well have been an AK-47 with a GL. Acid gun? Literally just a generic fucking shotgun. They were so lazy they couldn't do something like rip off Unreal's biorifle for it or at least give it a cool death effect for enemies. You just shoot enemies with it and they fall over. They might as well have just made it an 870.

Quiet Man and Rune 2 were all Human Head retard, and they're probably some of the worst games of all time. Rune 2 alone should be a red flag that Prey 2 was going to be garbage because it was their attempt at an open world game and it was completely unplayable at launch. It also showed how shitty Human Head was because they basically refused to hand over the source code and assets to the studio that took on the job of trying to fix it after launch until the publisher slapped them with a lawsuit. Prey 2 would have undoubtedly gotten the same treatment
