Depends, some older console games could get a remake to PC based on the interest. Depends on how much of the original game was preserved so it can be remade for PC properly. There is also the option for emulation.

GOG doesn't port games. GOG buys rights to online distribution, obtains more or less legal version of the game (it was proven time and time again that they redistribute warez versions of games with nfo and cracker/group signature removed), they slap some community patches on top and call it a day. They do not port anything, the ports existed in the first place.

They will continue to ignore all the games the people want because most of them have complicated license and rights issue or would require too much work to get working on modern PC's. I have two old memories interacting with Fable:
- Playing Fable 1 on the Xbox. Forgettable. It seemed like my character was instantly 60 years old. The same-sex relationship stuff was a turnoff.
- Watching a friend play Fable 3. His character was a lord holding court or something, listening to propositions for what public projects needed funding. One character was arguing for a school, the other was arguing for a brothel. The player character had an angelic aura and gleaming white skin, from picking the "good" option every time. I remember thinking the whole thing was Manichean, childish, and stupid.

There's a lot of issues with rights. They had Cryostasis' rights for years and then one day it just disappeared off their service. You can still find the download of the official installer easily but you can't actually buy it from their site at all because their licensing lapsed.

Because GOG is a smaller company and likely has different deals than what Steam gets on licensing. Steam also has stuff constantly leaving their storefront, it's just usually smaller stuff. It happens across all platforms due to the licensing issues not being in perpetuity unless you pay a high fee.

Steam doesn't actively seek out games to add to their store, so if an old game is on there it's because whoever has the rights wanted to publish it there. GoG on the other hand wants to accumulate old games, so they have to convince the rights holders (if they can find them) to put it in their store.
