idk if there was any substance to it but allegedly me3 had a bunch of massive rewrites and one of the main things was dealing with the reaper threat alongside the alliance (destroying the reapers, heroism and unity focused) or cerberus (fighting fire with fire, victory at any cost, human supremacy), with the latter being scrapped
the cerberus encounters in 3 were them scavenging what they could of them being forced to be on the backfoot since shepard chose the alliance instead
