Casualties are either fatal or non fatal, the fatal casualties will increase but the total casualties will not increase due to the toughness increase of other units, Shomer is better than normal light infantry so it doesn't need any buffs, pretty easy to understand.

uh they're tougher so they're more likely to fight until they sustain fatal injuries? i honestly have no idea, higher cost for tougher units would make perfect sense on its own.
