I think this is special because it is emergent and is a result of different factors (graphics, gameplay, music) coming together to create a unique experience for the player.
For scripted moments I think it is a mixed bag - in particular the different versions of BB theme were used well, the Magellan tune is iconic, and the high impact moments use Amekara Nijie and BB's Theme extremely well, more than any scene in DS1. That said, I do think that DS1 is more consistently good with the scripted music that plays during deliveries.

Not that E33 is a bad looking game, I think it's art design is fantastic, but the lack of budget shows in the uncanny faces of some characters and animations out of combat. The visuals in the overworld and in the levels also feel plastic-y, maybe it's the UE5 look.
Gameplay wise they are too different to be compared meaningfully, but I personally enjoyed DS2 more. E33's advancement system is a bit shallow, it's just a spruced up FF9 system with allocable stats - but I like how the Pictos/Lumina system is tied to the story.
DS2 is also more humorous, and is a more "fun" game to play - it doesn't take itself too seriously (I know this is highly subjective and can vary wildly per person).
