First of all, Dr. Cidolfus Demen Bunansa is a completely different character from Al-Cid Margrace, so quit with the "Al-".
Second: Balthier does not have any stakes with his father OR Venat. Balthier abandoned these as responsibilities. Even when you face Cidolfus in combat, he's got nothing to actually say about the situation other than a general bafflement that Venat is real and his father wasn't just talking to himself the whole time. He does not have anything to do with the development of Nethicite, nor does he have any actual investment in shutting it down, nor does he bear the sins of Archades in general. He washed his hands of it, cast off his judge's armor, and left to be a sky pirate, not a rebel leader.
That Ashe ultimately ends up bringing down Vayne and forcing Archades into a ceasefire is ultimately incidental to Balthier, it is not something Balthier ever lifted a finger to actually make happen. He watched it happen, he approved of it, but he was not an agent in this sequence of events.

Oppenheimer saw what he did and regretted it because creating an atomic chain reaction on paper is far different than seeing someone drop a Sun right here on Earth. Oppenheimer would never go any further even if he had the ability to. Cid was throbbing at the idea of what he could do with the Nethicite. Nabudis wasn't enough, even the destruction of the Ifrit was entertainment for him. He showed up at Pharros Coast stroking his dick at what would be possible with the Suncryst. If he could make the Bahamut within a few year's time, there's no telling what he would've made if Vayne won that fight. If you want to make the utilitarian argument that it doesn't matter because both created the means to destroy all life, you can do that. But you can't argue that Cid isn't an entirely different branch of evil just for his flippant disregard for anything other than his own curiosity.
