It's supposed to be walked right into enemy territory and launched from within. It's a mobile nuclear platform, so a land version of a nuke submarine. No it isn't that practical, but it's cool as fuck so who gives a shit.

It's a mobile fortress to fire a nuke from within enemy territory. The issue with firing a nuke from another part of the world is that they can be intercepted, or retaliation with nukes from the enemy. Firing a nuke with no propellant within a hundred miles of critical infrastructure would puzzle the fuck out of the enemy. They literally wouldn't know what hit them and where from.

The Metal Gears do make some degree of sense if you think about their circumstances.

ZEKE was put together using parts from Stragelove's AI weapons. In spite of being capable of launching nukes, it was intended first and foremost to be a just a bipedal tank thing modeled after Granin's design. It didn't become nuclear capable until Big Boss gave the go-ahead.
Sahelanthropus is just Huey being retarded.
The TX-55 Metal Gear was a relatively "pure" Metal Gear with few of the extraneous features present in previous models. Snake blew it up.
Metal Gear D was a TX-55 with more self-defense features to prevent the same thing happening. Snake blew it up.
Metal Gear REX has WAY more self-defensive features and is arguably the most durable and efficient Metal Gear in the series. Snake failed to blow it up.
RAY was designed to counter REX derivatives despite not having nuclear launch capabilities. Because it was still technically associated with "nuclear deterrence", the Patriots named it a Metal Gear out of technicality.
Arsenal Gear is meant to be the Metal Gear of the information age, despite not having any legs at all. At this point, the Patriots didn't really give a shit about technicalities anymore. Anything can be a Metal Gear so long as it embodies warfare dominance.
Gekko are technically modeled after Metal Gears despite not having nuclear launch abilities. They serve no purpose in nuclear deterrence. No one actually calls them Metal Gears.
