RT releasing 18 months ago does not mean they started writing DH at that point. They mentioned even in interviews that production started earlier. Exactly because writing is the first thing finished, it's easier for them to tackle different things while a game is developed. And as mentioned before, not the whole team comes back to work on dlcs. This was the case for Wrath as well.
Finally, Owlcat has expanded to a nearly retarded level. They do not have one set of writers doing everything.

There is nothing to indicate that the writing of DH will suffer more so than the writing of their 3 previous games as far as time and workflow goes.
If you expect any disasters, it would have to be the quality release as usual or the Expanse working with a different engine and 3d highly detail graphics for an action game. No
