it's just notational confusion. pannenkoek doesnt mean to imply that he's literally pressing the button halfway, but is instead merely noting that referring to a star as 0x or 1x doesn't work if A has to be held

Excuse you, that autismlord is literally the chief of all mario64 speedrunning. He singlehandedly revolutionized the A-button challenges, as well as discovered and documented basically every technical glitch and exploit in the game. Everyone kneels to his autism because he is the undisputed king of mario64
The logic, to enlighten you, is that if you were to do a star individually, you would round up a .5 to 1, because you need to press down the A button; but in an all-star run, you would be able to leech that necessary A press off of a previous one by holding the button down from the last time, as there are many functions of an A hold, such as spinning slower in the air, for example, that could potentially be enough to get the next star. In that case you would round down to 0 because "an A press is an A press" and you only pressed it once. It's not a difficult concept to grasp. You're just really stupid.

Its just a notation to indicate that some things need to piggyback off of a previous A press. Itd be factually wrong to call it a press, as in a full game run those 2 different instances would combine and only count as a single press, but you cant round it down to 0 because the prior press is still required.
Its just a quirk of distilling something into simpler numeric notation. It becomes exhausting to explain the entire thing about reusing a button press, so the 0.5 notation was born, with the expectation that understanding why its like that does the heavy lifting for when you see 16.5 out in the wild. Its not as much as 17, but its more than 16.
