Arbites are sent to higher-priority planets where it's more worthwhile to check if there's just a minor issue before sending a full fledged crusade to crack down.
Imperial 'reclamation' forces are notoriously destructive and will leave the planet reeling for years before it gets back on track properly.

This but the opposite. All fiction is about normalniggas. We get one fucking not-dead setting that themes itself around power armored super warriors and you fags come in screaming "no it needs to be about le boots on the ground as well!"
Especially when the player characters being boring dickhead scavs somehow killing a bajillion enemies with no explanation is one of the weakest parts of the game. It's already bad enough.

If you are talking about Darktide your characters are far from normal. The soldier class alone being named Veteran should be a clue if you know anything about 40k. Guardsmen don't survive long enough to become veterans if they are not gigantic badasses. Pretty much any named guardsman character would be a space marine candidate if they were born on a chapter recruiting world. Then there's the zealot who believes in the emperor hard enough that he can use his faith to actually physically repel anything below monstrosity level, the clearly high level psyker, and the ogryn, who is, well, an ogryn.

Darktide blows because you're bottom tier fuckers fighting bottom tier fodder. The only things in DT remotely threatening in a larger sense is a Beast of Nurgle, which even then gets quickly shot down by a plasma gun or two.
We're not talking Orks or Eldar or proper CSM or even DEldar. We're talking poxwalkers and shitheel renegades.
