Because the blue is not fog, its the air in between the distance of your eyeballs and the mountain. Longer the distance, more air there is between you and the mountain, so more blue the mountain looks.

The problem is that video games use optimization techniques that lower the detail for distant objects. Just look the trees in OPs image. That completely removes the depth from the image, so you need some fog to create the illusion of depth. It looks way too flat and artificial otherwise.

It gives the illusion of atmospheric scattering for distance by making shit bluer. But it also covers poor LOD with terrain and objects. And in some cased its just to improve performance by obfuscating what needs to be displayed.

If something is very far away there will be a haze on that object. You won't have that visual clarity on far off objects. In OPs picture, the very far back mountains would have that effect. Chances of anything surrounding the lake wouldn't have atmospheric perspective.

That's why they put the fog there, to make the map feel bigger even though it's actually small. San Andreas did the same thing, and DE looked like shit when they removed the fog.

san andreas is too small and set in an island, oblivion map isn't enormous but it's not so small that it feels like you can see the entire map from the top of a hill, also the oblivion map is way bigger than its playable borders

It's not fucking fog. Why do you retards keep calling it fog. It's scattering from the atmosphere. It's why on the moon everything is the exact same color no matter how far you look, and the largest function of this effect is distance. It's not a "cinematic" effect from a lens either, it's an actual fucking effect you retards would know if you ever lived in a place where you could actually see in the distance. Also every picture people are posting to try to "disprove" it's existence still prove it's existence, but also use mountains very close to the observer. If you want an example on distance objects just go look at the moon during the day you fucking dumbasses. Does it look white to you? Fucking retarded ass board man I swear.

the effect is called atmospheric perspective and done right it can look good. sadly every single game dev is retarded and implements it in a hamfisted way, the effect should be subtle and start way further out from the camera but instead the morons have it start like 20 feet from the player which always looks wierd

For those unaware, there are 2 entirely separate systems in unreal for atmosphere and fog, Sky Atmosphere and Exponential Height Fog, respectively.
Sky Atmosphere is the one that should be used to create the distance scattering, for obvious reasons.
Using Exponential Height Fog to do it like in Oblivion is dumb as all fuck and looks like shit.
