Children are just naturally pure evil if they aren't reigned in by authority and well defined boundaries. She had neither and almost limitless power, which corrupts almost anyone in general. She was just a kid barbecuing ants with a magnifying glass, only in her case it was humans with psychic powers. She just removed the Baker's mental inhibitions to see what would happen and since she had no real comprehension of morality, nor any socializing or exposure to culture or religion, truly didn't understand the ethics of what she was doing. After all, physical forms meant nothing to her since she was just a collective amorphous lifeform. The "people" were still "alive" to her understanding in her collective consciousness and the human body was a meaningless blob of clay to a mold-based lifeform. So what she did to their corporal forms was irrelevant to her limited and basic understanding of life itself. I don't really think she 'made' the Bakers do the things they did other than recruiting more people into the "family", they just act like maniacs because they are human beings returned to the most basic state of nature and philosophers have long debated what the morality of such a man returned to this state would look like.
