Shredder is incapable of beating the turtles for a multitude of reasons
1. He recognizes that they have plot armor, so all his gay gadgets intended to kill them immediately are doomed to fail, also Krang is retarded as well so when they work together it's somehow a net negative
2. He's fully aware he can't take all 4 of them so his super shredder shit is a last ditch effort

Shredder in the games is a completely different beast from the cartoon and is actually scary and dangerous. Don't forget the games and even the toys are in a different universe from the cartoon.

I say, If I were in charge of a new TMNT product, I'd actually go back to Mirage and dissociate Shredder and Karai, make Karai an older woman and have her appear a few times trying to reign Shredder and the NY Foot in and have them build up an antagonistic relationship, before it explodes into an open conflict with the Turtles in the middle. How she ended up Shredder's daughter has always been bizarre to me.
