Valve as a developer hasn't been relevant since 2010 or something. They are simply shit, they just get away with it because of infinite money from steam. They wouldn't survive without steam bucks.
Meanwhile "terrible" companies at least manage to make real video games once a few years. Valve's not spoken out against it and that's largely on the technicality that they aren't a member of the lobbying group that has done so.

As far as whether they're one of the companies the petition is against. Yeah they've basically "Killed a game" when they forcibly replaced CSGO with CS2.
