In Brazil, the VHS tapes were all NTSC because it was cheapish to make the VHS players just convert the color standard, rather than actually converting every tape to pal-M.

But that's only viable because both standards are 60hz.
If PAL-M was 50hz, you would need some delay line bullshit.
