Soulcalibur III would be arguably the best overall if it wasn't for the bugs. The single player campaign is literally unmatched by any fighting game before or since, there's fucktons of content in general, the create-a-character was well-implemented even if all of the generic classes were objectively inferior to a lot of the cast. It's actually insane how much that game had going for it.
