The biggest problem with S2 and (everything past S1) was how they didn't have a plan set in stone and would wing it, have constant rewrites, change the writing team between episodes so whatever thing was previously set up in an episode, would be completely disregarded in the next one plus having to rework entire sections due to the whim of executive meddling.
For example, Carver was originally going to have a less significant role, but when they got Michael Madsen they expanded his role for two whole episodes and made a new model to better fit the voice, but they don't do a whole season with him so the rest of episodes are a big pile of nothing, doing some of their original plans, like having Kenny in something of an antagonistic role and just wandering until the end. Worst part is how the group is not even the same from the start, nearly everyone died by that point and the new group are just the people that joined the party during the escape from Carver's base.
