I have a feeling it's because of Tribe Nine. China really liked Tribe Nine so much so they dropped ZZZ for it, and felt devastated along with Americans when Tribe Nine had the plug pulled. Keep in mind if Tookyogames went out of business it makes it difficult for Kodaka to do more partnership adventures for the future so they saved him. I also would not be surprised if the Steam sales helped in China and American market.
