I dont think itagaki would have stopped them from transforming into clones with the same skin tight silhouette because it was more a consequence of chasing realism and high fidelity models. even capcom is barely managing to hold onto a tiny sliver of characterisation and they started with a straight up cartoon, tekken and doa were always doomed.

The girls all essentially being clones of Kasumi was sort of played as a tongue-in-cheek way within the lore of the game, with actual Kasumi clones running around, even in the older games.
