Gonna sound like a lame suggestion, but I find rpg maker horror games to be unsettling and often scary. Omori has a lot of levity sprinkled in, but the darker elements leave a far more haunting scare than any AAA horror game I've played. There's another one I played that scared me quite a bit, Utaho no Tatari 2. I played it in Japanese, but I think there's an English patch now. Look into it.

I thought Signalis was decent enough for the price point. It's mostly just the survival horror 'find the keycard' formula with a sci-fi story though.

They're basically a mix of survival horror and FPS. There are some pretty scary encounters and the games have good horror atmosphere. In terms of scariness I'd rank them SoC > CoP > CS
