The overworld is randomized. You need to move from point A to B, each step being a mission. you are dealt a random set of buildings each mission. You need to make the settlement work with whatever you have. This is basically the core but it has plenty of depth besides this.

i am waiting for bat dlc to get back into this game. played it at launch and it was fun but got distracted.

Build outposts, achieve various goals to win before the bad meter builds up and you lose. Build more outposts elsewhere on a worldmap before it all gets reset periodically. You buy various upgrades inbetween cycles/outposts.
The actual city building is fairly resource/production-chain oriented and also has you cutting trees to explore some areas within each mission.

You build a town, complete tasks and get points when your citizens have good mood or for sending resource caches back to the capital
When you get a certain amount of points, you win the settlement and move on to the next one
If you take too long/lose too many people, you lose
One settlement is about 2-3 hours
Basically, if you enjoy the early-midgame parts of a city builder, you'll have fun with it. It ends at the point where you'd reach the lategame in an open-ended city builder and begin asking yourself 'what now'

I played a whole bunch of this years ago and enjoyed it, but never got used to keeping track of which materials are used with which buildings that call for other buildings/materials etc. and always felt like my settlements were too unfocused and underdeveloped for late game difficulties.
Did they ever make it a bit easier to track all of that or do I just have to put the hours in?

There's a tab in the menu called consumption. From there you can pick any raw material or end product (all sorted in categories like food, fuel, building materials) and track what buildings in your settlement produce it and by which ingredients. It's also very useful for setting global limits
