Because adaptations of popular films/shows are bound to be mediocre. License holders don't care about the medium, they just want a cheap product with visual novel/mobage tier gameplay so as to not repel normalfags
Or alternatively using the past century model of "make a shitty shovelware action game with fuck all to do with the source material, but slap a familiar character on the cover to trick kids into buying it" which might even be worse
Either way the result is always some trash that doesn't appeal to the core consumer of either medium

An episodic detective type game like deadly premonition could work, but that came out long after the series ended and didnt make huge waves.

I think what made The X-Files scary and popular is due to its truthful nature. The FBI does have a sect where they focus on weird paranormal shit. Shit the government openly denies but will shoot you if you trespass.
