Kojima is almost completely fluent in english and speaks it around the office regularly. He's just really self conscious about his accent because he's been made fun of for it in the past, so he doesn't speak it at public functions if he can help it. Personally I also think he's made it kind of his brand and is scared to rock the boat by speaking english in public as well.
