Psycho Power is a corrupted form of Soul Power. It's litterally "Evil Juice" and "Normal Juice", which is why it Bison was utterly destroyed by Gouki.
Shun-goku-satsu aims for the soul, Bison is nothing but Soul (albeit dark, or psycho).
The only way to defeat is Mu (emptyness), A.K.A. Gouken's power, and later, Ryu.
Dhalsim can generate Satsui-no-hado or Psycho Power at will if he wishes so. And Oro is so above it all it's not even funny.

In the end, it's just forms of powers. No reason why only one person could master it.

I mean I assume the "psycho" was used either out of a misunderstanding of english or thinking it sounded cooler than "psychic", so I'm gonna guess it's really just psychic energy. SF already has energy manipulation but psychic energy seems to be formed more from the mind with much more malleable properties and can overwrite the senses and brainwaves. Meanwhile Athena is a goddess who probably also has a natural tuning with her mind to create energy, so it was probably named "psycho/ic" after this to explain it.

Honestly, Bison's greatest chance lied into fully synthetic bodies, like seth or Abel. Alex, with his Illuminati genetic code would have been a great choice as well, but Bison got *purified* by Ryu's Mu before he could meet him (in SF6).
