Because when they were developing Fallout 2 they didn't read Cain or Boyarsky's notes and made Arroyo more primal than they were ever intended to be. Zion has plenty of explanation of why the tribals there ended up the way they did, they were all descendants of school kids without any survival skills and the "father in the cave's" traps made them weary of any pre-war areas. Also most cars in Fallout were nuclear powered which is why they don't function after the war, other than rare electric models like the highwayman

I don't think it's unreasonable for some people to end up like that, several hundred years after the war.
There will be people who can't buy their way into the good settlements, and the good settlements wont have the resources or will to go out and civilize all of the savages.
Explain to me why this wouldn't happen. It actually kind of makes more sense than good guns, and clothes and what have you just being around, hundreds of years after the fact, as if scavengers wouldn't have picked the land clean.

Well, yes, being from a vault does not guarantee that you develop a functional society. Some former Vault populations devolved. Some self-destructed (see Vault City).
But it is a fact that being Vault gives you an insane head-start and the tools to succeed. It's just that not every one will make use of that advantage.

The more extreme cases of fucking with the vault inhabitants aside (god I actually genuinely hate the whole "vaults were just social experiments" plotline), Vaults store data, materials, tools, and training regiments that actually give you the option to start rebuilding society. Even without geck. An advanced society needs not just knowledge, but also infrastructure and practice. But the thing is: vaults actually provide/maintain all three.

Hard to tell, the games are incredibly inconsistent on that. Hell the idea that Vaults were just social experiments didn't even exist until Fo2, but even there it was kind of an afterthought, a twist for the sake of twist that clearly was added pretty far into the development.
And then the next games leaned into it almost obsessively. Meaning each game gives an entirely different implications about how many of them were viable. In Fo1 the issue didn't exist, in Fo2 it was most, in NV it's basically none.

I read this book called earth abides and I felt like fallout just copied it. Basically all of the smart people died and couldn't pass on the knowledge to make tools and operate/repair shit and all of the surviving children reverted to superstitious natives and there was only a few adults left but they weren't experts and they couldn't convince all of the kids about technology and the old world and they gave up and accepted that the old world was dead.
