Just finished this today, and I have to say that the Kill the Past tetralogy is probably the greatest series of games ever made. How did Suda51 do it bros? Does anything even come close?
Suda51 has never actually made a game that plays good. He's made VNs and action games that are "bad on purpose", and killer 7 is probably his most competent. If you don't have at least 1 absolute joy to play game in your library, you are a bad dev that can't make good games and has to hide behind a curtain of "but it's well written! (plays the english dub)" games as art faggos.
what makes it good exactly?

I was having trouble processing it. It didn't help, but man what a trip of a game. It helps it's actually fun if you like it's gameplay. I like swapping to first person to shoot things. Fun stuff. I played Coyote as often as the game let me. If Garcian could've been switched to on the fly instead of only at tv's I would've probably played him the most.

I don't know, I got killer7 at a local arcade when I was 9 years old and it's just a magical game.
