I think everything literally just freezes in place. Think of it like Jojo time stop where people in the time stop can manipulate shit and move things / throw things and how there's still a time 'limit' in it even though there shouldn't really be since time stop.

The Dark Hour is supposed to be a hidden 25th hour, but if time still passed during it then people would inevitably realize the time discrepancy, since our current calendar is based off the rotation of the sun. After half a year we would be missing over a full week to the Dark Hour.

So time is effectively stopped, all machines have their momentum preserved, but Persona users and Shadows can act during the stopped time. It also explains why the Abyss of Time, Tartarus' literal shadow, can stop time too.

Yes, but he also became "aware" of the Dark Hour since the Moonlight Bridge Incident, so he's been experiencing the Dark Hour for years. It's nothing unusual to him, which unnerves SEES since it's a very unusual thing.

Also I like to think the Dark Hour is synchronous with the rest of the world, so instead of it being a timezone thing (which wouldn't make sense), the Dark Hour just occurs during the day in other timezones. Midnight JST is 8 AM PST, so imagine some kid on the East Coast in class where every day near lunch, inexplicably for one hour everyone else turns into coffins, water turns into blood, and rarely silhouetted monsters stalk his school. And nobody else can understand, nor can he get any answers because he's a continent away.

Because they're an easily relatable real world example of how people don't actually think in right or wrong, how they mainly think about themselves + their narrow social group and in terms of concepts like order vs freedom/law vs chaos. Everybody knows they're bad for the environment, everyone knows that they're dangerous, that they are operated largely by people who shouldn't be trusted to drive and that people are absolutely not given enough instructions of how to drive in the first place. Every single person with a driving job will probably tell you that at least once a day they see someone do something that could easily have caused their death and the death of those around them if they were even a second slower or a ruler length closer, but still nobody will accept alternatives to them. Infact people actively advocate against looking for alternative means of every day travel, the same is true of dietary stuff.
