Tax write-off. Similar to how book publishers tell stores to dump (literally) their books into the trash but only after they rip out the copywrite information so they can be sent those pages (cheaper to freight than the books wholesale) to be pay the stores the inventory investment costs.

Hopefully someone dumps the ROM on them if they haven't already. Similar to how people dumped the Nintendo Wi-Fi service stuff that Wal-mart/et. al. had for Pokemon during Gen 4.
