Bloom happens naturally in the world, it is an important effect. Just because it was overdone 20 years ago doesn't mean the entire effect is worth turning off.
Motion blur has several kind, camera blur, objection motion blur and radia blur. Only the former is a matter of preference, and it depend on your framerate, at 30fps you need camera blur.

Motionblur exists so that consolebabs playing at godawful framerates don't notice it as much. I fucking hate that object motion blur is almost ubiquitously joined at the hip with camera motion blur in the same setting when they should really be separated so I can shoot the screen smearing jelly but keep the nice effect.
