I'm convinced that everyone that says San Andreas has a good story is a retard blind by nostalgia. The hood and Woozie missions were good and fun but the over complicated goverment missions for Toreno felt way too out of place and idiotic, it's like Rockstar wanted a LA hood game about niggas being niggas but later realized they couldn't make the entire game be like this without becoming repetetive so they decided to make CJ a superhuman that can do anything and dominates the entire state by doing over the top stunts with jets, planes and jetpacks, then at very last part they realize that things got way too out of hand and think:

Sure its idealistic and naive for a crime story, in reality the ghetto hood mentality is dumb but in terms of storytelling, its good and makes sense. A heroes journey of some sort.
