agreed, but this isn't caused by developer incompetence so much as it is the heads of the studio and the wider reach of pokemon as a brand
a pokemon game getting delayed throws a wrench into a bunch of other things like the tcg, official merchandise, the anime, etc., so even if a game really needs a delay it's probably not going to get one (whether it's game freak's higher ups or the publisher handing down the veto)
add on the fact that they've been working on at least 2-3 games at a time every year since sun & moon and it's not hard to see why their stuff isn't exactly cutting edge
let me reiterate: the above is an explanation and not an excuse, but it's also pretty evidently not the fault of the faceless devs in the trenches

They aren't level 15 in postgame. I think the first battle in the dlc is level 55 or higher if you've completed Area Zero. The first half of the dlc can be played anytime before or after Area Zero and contains two different versions of levels for the Pokemon you encounter dependent on that.

It's rough that Pokemon only gets ~3 years of dev time but you know what other game also had around that same amount of time and ran better while having significantly more content and a bigger world? Xenoblade 2. SV started development in late 2019 and released in 2022 and Xenoblade 2 started development in mid-2014 and released in December 2017. SV looks worse, runs worse and has a much smaller scale. XC2 looks better, runs better, is a massive game and had the disadvantage of Monolith working with new hardware they weren't used to yet. Game Freak is just fucking incompetent, there's no excuse or explanation you can give.
