Replayed it recently. It is a great game. Still not without its shitty flourishes that remind you it came out in 2012. Was also very funny watching Man on Fire afterwards and realizing how much they copy and pasted from that movie.

Every time I've seen this complaint made, nobody has a concrete example of which specific "film noir" movies influenced Max Payne. The tone definitely wasn't completely dropped. Nor was the aesthetic. The biggest filmic influence on every game in the series isn't actually noir at all.
