He has the right idea but is the wrong man for the job. Independent Skyrim could ally itself with independent Hammerfell and orcs and that would be a problem for Thalmor. But Ulfric is a Thalmor asset, so it's not happening

What that letter spells out is that the rebellion is useful to the Thalmor so long as it remains a protracted war that distracts the empire. It doesn't mean Ulfric is a double agent. Ulfric stops being an asset as soon as the Dragonborn starts helping out the Stormcloaks.
